What does the new rule say?

The social media rules come from a law passed by the Turkish Grand National Assembly in April 2026 (the Social Services Law and Amendments to Certain Laws). Under it, a social network provider may not serve children who have not turned 15 and must take measures, including age verification, to ensure this. Children who have turned 15 get a separated service.

The details were set by the “Regulation on Separated Services for Children and Age Verification by Social Network Providers”, published in Official Gazette no. 33396 on 10 October 2026. It was prepared by the Presidency’s Cybersecurity Directorate and takes effect on 1 November 2026.

Frequently asked questions

When does the social media age limit of 15 start in Turkey?

The regulation was published in Official Gazette no. 33396 on 10 October 2026 and takes effect on 1 November 2026.

Can children under 15 open an account?

No. Under the regulation, social network providers may not serve children who have not turned 15. Age verification will be applied to new sign-ups and requests from those who do not meet the requirement will be rejected.

Will my existing account be closed?

Age verification for accounts opened before 1 November 2026 must be completed by 31 March 2027. Accounts of users found to be under 15 will be closed after notice.

How will age verification work?

Through e-Devlet. The user creates an age verification token in e-Devlet and uploads it to the platform. The token carries no identity details and only shows whether the 15 and 18 age thresholds have been passed. See the e-Devlet age verification guide.

What changes for users aged 15-17?

This group will get a separated service for children: accounts private by default, live streaming and personalised ads turned off, and parental control tools available.

What if verification gets my age wrong?

The regulation provides a free and accessible objection mechanism for age verification, account suspension and closure decisions.
